The Indian Olympic Association has established a five-member committee to oversee technical arrangements and the sporting programme for the 39th National Games, which are scheduled to take place in Meghalaya in 2027. This decision was communicated to the Meghalaya Chief Secretary to ensure preparations meet established technical standards and effectively coordinate the sporting programme with athletes' needs as a central consideration.

Sunaina Kumari will lead the Games Technical Conduct Committee as its head. The other four members serving on the panel are Ravinder Choudhary, Maninder Pal Singh, V Sunil Kumar, and Dushyant Sharma. The committee is tasked with overseeing key aspects of competition planning, which includes finalising schedules, entries, eligibility criteria, technical requirements, sporting equipment, and venue readiness. Furthermore, the panel will assess whether all preparations comply with standards set by national and international sports federations, alongside IOA-approved rules.

Authorised to examine sport-specific issues, the committee will submit regular reports and recommendations to the association. Depending on future requirements, the Indian Olympic Association may expand the panel by adding more members, technical specialists, and representatives from relevant National Sports Federations. Nevertheless, the final sports programme and any decisions requiring approval under the host state agreement will remain under the direct authority of the Indian Olympic Association.

Technical instructions issued by the committee and the association will be binding on the Meghalaya government, the National Games Secretariat Society, and other organising agencies, subject to applicable laws and the IOA Constitution. The association has requested the state government and the National Games Secretariat Society to provide administrative and logistical support to the panel, covering travel, accommodation, transport, office facilities, and secretarial assistance.
