US Waiver on Russian Crude Boosts Indian Refineries, Says Former BPCL Director

Former BPCL Director-Refineries R Ramachandran has analyzed Washington's recent decision to waive sanctions under the Lindsey Graham Act for the Russian crude market. Speaking in Mumbai on October 17, 2026, Ramachandran stated that the unexpected policy shift provides Indian refiners with a wider selection of economical choices and increases formal Russian crude availability.

The United States President Donald Trump waived sanctions provisions from the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, invoking Section 115 due to US national interests amid a diesel supply deal with Russia. This act could have imposed up to 100 per cent tariffs on goods imported from the top five buyers of Russian energy, such as India and China. India had previously expressed concerns to Washington through the Ministry of External Affairs regarding global energy market stability.

Ramachandran explained that Russian crude supports refinery margins and offers operational familiarity, helping optimize processing in India. However, he urged caution because the duration of the presidential waiver remains uncertain. Refiners are advised to focus on short-term opportunities and prevailing economics rather than rushing into long-term contracts. Additionally, a sustained waiver could reduce shadow-ship restrictions and ease foreign exchange pressures if rupee-ruble trade continues, leading stakeholders to maintain a cautious yet optimistic outlook.
