EU Considers Total Market Block on Chinese Goods Amid Record Trade Deficit

At a summit in Brussels, Belgium, on the 15th, European Union leaders discussed new regulatory powers to counter unfair trade practices by competitors such as China. Member states are rallying behind a trade "kill switch" concept originally proposed by France and Germany, and even Germany has shifted toward a hard-line stance as the EU's trade deficit with China reached a record $34.8 billion in September.

During the summit, EU leaders asked the European Commission to draw up proposals by the end of the year. The centerpiece is a mechanism that would completely block access to the internal market in extreme situations where China or others inflict serious damage on the EU economy. Lithuanian President Gitanas Nauseda noted that measures could include fully closing the market. Additionally, the European Commission has started analyzing trade statistics to check if an import cap on hybrid vehicles agreed with China—set at 350,000 units a year starting in 2027—could be extended to other industries like chemicals and machinery. Safeguard measures imposing quotas or tariffs are also being weighed.

This comes as Europe's chemical industry faces tangible erosion in competitiveness, with Germany's BASF entering business restructuring and specialty chemicals maker Lanxess signaling about 550 additional job cuts. The European Commission plans to finalize its regulatory proposals by the conclusion of the year to address these mounting economic pressures and trade imbalances.
